The last but by no means the least of NCP's 10-Care Programme is security care. Since May 29, 1999, there has been an upsurge in the wave of insecurity of lives and property in Nigeria. Robbers operate incessantly with relish  stealing, snatching, raiding personal properties and leaving blood spoor in their routes. Assassins unleash a reign of terror on their victims. Given the magnitude of today's insecurity, the distinction between robbery and assassination has become very thin. The enormity of the problem of insecurity of lives and property made the Inspector-General of Police, Alhaji Musiliu Smith to publicly admit that the challenge of policing the country in a democratic setting had been tasked by myriad of problems and events.

Addressing a meeting of retired Inspectors-General of Police which held at his instance, IGP Musiliu Smith said that in the North-Eastern and North-Western parts of the country, armed bandits had made life unbearable for the inhabitants to the extent that commercial and social activities were almost grounded to a halt. He lamented that similar unrests persisted in the South-South where political and economic problems had culminated into what could be described as 'Niger-Delta insurrection'. According to him, waves of armed robbery and unsolved murder cases were on the increase on a daily basis in the Western and Eastern states of Nigeria.

The I.G. also expressed the haplessness of the police in the face of phenomenal rise in the incidence of communal, ethnic and religious clashes in several parts of the country. He complained that the police force lacked enough manpower, modern weapons and logistics as well as funds to cope with the situation. The root cause of insecurity of life and property is largely economic. Economic hardship pushes otherwise honest people into all sorts of crimes. Therefore, to deal decisively with insecurity of life and property lies in the adoption of NCP's 10-Care programme. In order to guarantee lives and property, defend and sustain our hard-earned democracy, the NCP shall:

1. Demonstrate commitment to solving economic problems afflicting the Nigerian masses as explained in all the other components of the 10-Care programme.
2. Ensure payment of attractive salary rates, which shall rise as inflation rises, to the rank and file of the security arms of government.
3. Facilitate the formation of trade unions for members of the armed forces  the army, police, etc.
4. Provide elementary military training for all adults who pass through the National Youth Service Corps (NYSC) programme.
5. Facilitate the arming of the people through the right to possess guns and the right to be trained in their usage.
6. Involve elected representatives of the people in the maintenance of security and democratic management and control of security agencies at local levels.
